THE grieving father of Donna Rowntree said individuals who supply cars to banned drivers should also face the courts.
Martin Rowntree, 59, of Grimsby, said: "Drink-drivers who have killed someone seem to get hold of cars. It is like giving a loaded gun to a child. The person who gives them the car or sells or hires the car should also be prosecuted because they have given it to them without checking whether they have a licence. They should receive the same punishment as the driver."
Mr Rowntree said: "Two years is not long enough. He has not learned his lesson and has shown no remorse."
He added: "I am getting used to not having Donna but I am still grieving.
"I feel it is a life sentence. You would think having killed a young girl he would never want to drive again. But there is no remorse and he will never have my forgiveness."
"Like countless others before her, Donna paid the ultimate price for yet another drink- driver. I have no forgiveness for him just my contempt."
During Stepan's original hearing at Grimsby Crown Court, it was revealed that he had already been banned from driving five times when he ignored warnings from friends and crashed into another car after a heavy drinking session.
The court heard that Stepan had already drunk ten bottles of beer – and smoked cannabis – when he drove to a party in Convamore Road, Grimsby, and downed more alcohol.
He drove off, revved the Ford Escort's engine and drove the wrong way down a one-way street in the early hours. His frightened passenger, Matthew Smith, asked him to slow down but he took no notice.
At the junction of Heneage Road and Granville Street, the Escort ploughed into the Citroen Xantia, in which 21-year-old Donna was a passenger.
Miss Rowntree landed on the footpath after being thrown from the car. She was taken to hospital but was pronounced dead shortly afterwards.
A blood test revealed Stepan had 158mg of alcohol in 100ml of blood, nearly twice the legal limit of 80mg.
Judge Leslie Hull told him: "This was prolonged and deliberate bad driving at an excessive speed.
"You had ignored warnings and protests that your own friends had made to you.
"You have never had a driving lesson or a test in your life. You showed a complete and utter disregard for the safety of others."
