Travellers base themselves in Waltham lay-by on way to famous Appleby Horse Fair

TRAVELLERS have set up camp in a lay-by in Waltham on their way to the world-famous Appleby Horse Fair.

Seven caravans and about ten vans arrived in the lay-by off Louth Road, at the rear of Tollbar Academy, over the weekend.

One parent, who uses the lay-by to drop off their child at school but did not wish to be named, said: "I hope they move on soon. I think it's intimidating for the kids having to walk past them."

A North East Lincolnshire Council spokesman said: "An officer visited the site yesterday to carry out a statutory welfare check and issue the group with a direction to leave notice.

"The law allows the council to move people on when they set up camp on land without permission, regardless of who they are.

"This is the most effective legal course of action available and we follow this process whenever there is an unauthorised encampment on council land."

As reported, there have been various travellers setting up camp across North East Lincolnshire in recent weeks.

Last Tuesday, a group commandeered land in Butt Lane, Laceby, and on May 15, six caravans were spotted on land near Grimsby Crematorium.

Former Grimsby Telegraph reporter Lauren Turner is among the journalists from across the globe who have descended on Praia da Luz as the McCann family await "significant news" on Madeleine. The little girl was three years old when she vanished during a family holiday in the Portuguese resort in May 2007. Police were today preparing to dig up wasteland 300 metres from where she disappeared. Scotland Yard is leading a team of 30 detectives with sniffer dogs, picks and shovels searching the scrubland, which is a five-minute walk from the apartment where she was last seen alive. Officers have identified at least 12 'key areas' they will scan with radar capable of penetrating the ground by up to four metres. Seven-year-old English Springer Spaniels, Tito and Muzzy, who led the search for murdered schoolgirl April Jones in 2012, are also there, and Sussex Police - the force that led the search for Milly Dowler in 2002 has also sent an experienced police search adviser to help with the operation. Kate McCann, 46, and husband Gerry, 45, have not travelled to Portugal but are being kept informed by Scotland Yard. Police appeal for information after specialist tools stolen from village near Louth

Detectives have appealed for help in tracking down snap-on tools that have been stolen from a village near Louth. It follows a burglary on Wednesday, May 28 at a property in a village in which a large number of specialist snap-on tools and power tools were stolen. A force spokesperson said: "For operational reasons, we are unable to provide further information at this time about the location where the burglary occurred." Anyone who has been offered similar tools for sale, or who has any information that might assist police, is asked to contact DS Jim Hodgson at Louth CID by calling 101 and quoting incident 60 of May 28.

Alleged rape victim came forward when she saw former East Lindsey Councillor Philip Leivers on TV

A woman who claims she was raped by wealthy music venue boss and former East Lindsey District Councillor, Philip Leivers, more than 30 years ago decided to come forward after seeing him on television, a court heard. Philip Leivers, 75, sexually abused the youngster after allowing her to see acts like Dire Straits, Madness and UB40 for free, jurors heard. Leivers repeatedly raped the girl between 1975 and 1981 while managing the Hammersmith Apollo, then known as the Hammersmith Odeon, in west London, it was said. Snaresbrook Crown Court heard he took naked pictures of the girl after driving her back to his 'posh house' in his Porsche. The alleged victim said in a statement she was sitting at home watching a BBC News broadcast when she saw Leivers as a councillor talking about wind-turbines being built in his district. She said: 'It is not something I am proud of. 'I blamed myself for it and I am ashamed I did that. 'I am a different person now to what I was twenty years ago, I can cope with things better now and I am at the age where I can deal with things better. 'This is the hardest thing I have ever had to do in my life but something I have to do. 'He was in a position he shouldn't be in, he is a paedophile, he shouldn't be a councillor – that is the reason I came forward.' Leivers, who represented Chapel St Leonards on East Lindsey District Council in Lincolnshire, resigned from his post following the allegations on October last year. The alleged victim said she pretended to be an author writing a history of the Hammersmith Odeon in order to confirm it had been Leivers she saw on the TV. She added: 'I remember years ago my sister told me to go and tell the police and I only did it once I saw him on TV. 'I didn't want to accuse someone of something that hadn't done – I wanted to make sure. 'I emailed him pretending to be an author and asked him if he wanted to help me write a book about the Hammersmith Odeon. 'A couple of days later he replied "Wow, a blast from the past" and then said he could meet me in London and then I knew it was the same Phil Leivers.' During her interview she broke down in tears as she recalled how she was sexually abused as a child. She said: 'These people were adults and should not have done what they did to me because the fact they were adults. 'I have never liked myself very much and still don't.' The abuse began on 1975 when she was just nine and continued until she moved to Devon when she was 14, jurors heard. When Leivers' home was searched police found pictures of the alleged victim, clothed. Detectives also recovered diaries in which the girl's birthday had been noted at least twice, the court heard. The defendant gave a no comment interview to police. Leivers of Maplebeck, Sea Bank Road, Skegness, Lincolnshire, denies seven counts of rape, seven counts of indecent assault and five counts of indecency with a child. The trial continues.

Parish clerk is latest to resign from under-fire Great Coates Village Council

THE PARISH clerk to Great Coates Village Council has resigned as a report into the organisation's finances was made public.

Kathy Peers' resignation was accepted at the extra-ordinary meeting of the council this week.

It was also revealed how the council was facing financial difficulties, highlighted in a report by internal auditor Alan Nesbitt, a partner of Forrester Boyd chartered accountants. It said:

No asset register had been seen.

No payroll information was made available other than copies of year end and HMRC submissions.

No financial accounts have been seen by the internal auditor.

Invoices are not filed in support of all payments made.

No cheque book stubs have been initialed by the cheque signatories.

The system to record village hall bookings is poorly operated with inadequate referencing of booking forms to cash book entries.

There were only 14 bankings throughout the year – council guidelines are to bank income once a week.

Mr Nesbitt told councillors Great Coates Village Council had "failed significantly to follow internal procedures".

In his report he said: "The council's financial regulations have not been followed during the year and there is very little evidence of any proper operation of a system of internal controls.

"Income records are particularly poor."

Mr Nesbitt said: "There are also entries in the cash book for which no corresponding invoices can be seen."

Cash book payments did not correspond to the amounts notified to HM Revenue and Customs, and entry evidence showed that some money overpaid to HMRC was paid back to the clerk personally, in the sum of £76.81.

The auditor said: "There is no evidence in the records made available that the clerk had any entitlement to this money."

He stressed: "The fact that internal controls have not been followed adequately does not mean the money has gone missing."

He added previous years' accounts "should not have been approved if they were anything like last year's".

He said: "I struggle to see how the previous year's were correct."

The report also highlighted how the mismanagement of the council's resiting of the village war memorial had resulted in financial failings. It has still not been reinstalled more than a year after being removed.

Mr Nesbitt recommended a series of action points, which were adopted unanimously by the council, which holds overall responsibility for the finances, but appoints a financial officer, in this case Mrs Peers, to oversee it.

Councillors also agreed to appoint Immingham Town Council clerk Dave Jackson as interim clerk and financial officer to the village council for two months.

Mr Jackson said: "These matters need to be resolved quickly. There is a desire they want to put it right."

Great Coates resident Danny Prest asked if there would be further investigation.

Chairman, Councillor Steve Souter-Smith said: "That is unknown. We will wait until all the relevant documents have been examined."

Mrs Peers told the Telegraph after the meeting: "It was with much regret that I resigned my position as the clerk, after serving the council for ten years. Over that decade there have been some excellent members of the parish council and the council has been lucky enough to have some outstanding chairmen, all of whom served the village with the very best of intentions.

"However, recently the council has become beset by internal disagreements and personal vendettas, some of which are against members of staff, both from within the council and from outside of it. These issues have been preventing the actual day-to-day work of the council from taking place."

Mrs Peers has said she will respond to the points raised in the report in full.

The chairman of Great Coates Village Council, Nicola Maasdam, resigned last month, citing "outrageous behaviour" from some villagers towards her and her family as the reason.

Of course, the club have stuck with the traditional black and white stripes but have introduced a new, buttoned collar.

£9k cocaine and cannabis stash found at house in Grimsby

POLICE found stashes of cocaine and 23 cannabis plants, worth a total of about £9,000, after searching the home of two men, a court heard.

Wesley Jones, 30, of Melrose Way, Grimsby, and Craig Richmond, 30, of Woad Lane, Great Coates, Grimsby, admitted producing cannabis.

Jones also admitted possessing cocaine with intent to supply.

Jeremy Evans, prosecuting at Grimsby Crown Court, pictured, said that Jones was stopped while driving a van in the town on August 28, 2011.

Bank notes and a bag containing a cutting agent for drugs were found.

He had keys for premises in Bargate, Grimsby, and a police search revealed 23 cannabis plants, an irrigation system and other equipment.

A dealer list was found. Cocaine weighing 24.8g was discovered. It had a possible street value, if used with the cutting agent, of £3,840.

The cannabis plants had an estimated yield of 920g and a street value of £5,240.

Craig Lowe, mitigating, said father-of-four Jones was previously a cocaine user and he had built up debts.

His business took a turn for the worse and his seven-year relationship broke down but he had since turned his life around, paid off his debts and had been working as a plasterer.

Edward Bindloss, representing Richmond, said the two men shared the house at the time and his client turned a blind eye to what Jones was doing.

He did not have a drug debt, unlike Jones, and handed himself in to the police.

He had worked as a landscape gardener, plasterer and recently as a window cleaner.

Jones was jailed for three years and Richmond was given an eight-month suspended prison sentence and 200 hours' unpaid work.

New Grimsby Town signing Scott Brown targeting his 'fourth' promotion

SCOTT Brown wants another promotion to add to his collection after becoming Grimsby Town's first summer signing.

The Mariners promised a new arrival today, and true to their word, the centre-midfielder has agreed a one-year deal at Blundell Park.

The 29-year-old captained Southport last season and was a double player of the year award winner at the club.

But it is the former Everton trainee's promotion record that will be of most interest to Town's fans.

Brown was part of both Fleetwood Town's and York City's squads in the 2011/12 campaign, helping them both into the Football League.

Another promotion – this time from Conference North – followed with Chester the following term.

And Brown is targeting a 'fourth' success in just four seasons after turning down other Conference Premier clubs to sign for the Mariners.

"My ambition is to get promoted next season – that's why I want more than anything," the former England Youth international told the Telegraph.

"The club matches that ambition, so it's a perfect fit.

"Two seasons ago I got promoted with Fleetwood and York in one season. The year after, I got promoted with Chester as well, so I've got a good track record.

"This season is really big for me career-wise and I want another promotion under my belt.

"I agree with the manager here – you want to build you team full of winners. I'm just glad he wants me to be a part of that and he sees me as someone who can help the club get there.

"With this squad we've got at Grimsby, we've got a great chance of promotion next season."

Town manager Paul Hurst's vision for the club was another key factor.

Brown added: "Over the last two years Grimsby have just missed out on promotion, but the manager really sold the club to me.

"He told me about the ambition he's got and the way he wants the club to be going forward.

"They've said that the aim is the same as it was ahead of last season – to get promoted. That's something I want to be part of."

NORTH East Lincolnshire Council's ability to manage large-scale projects has been called into question following the latest chapter in the saga of Cleethorpes Leisure Centre swimming pool. As reported at www.grimsbytelegraph.co.uk, the pool will be closed again, this time for five weeks to allow controversial anti-slip flooring to be replaced. Following the announcement, the leader of North East Lincolnshire's Conservative group, Councillor Philip Jackson, said he was concerned over the council's ability to manage major contracts – especially on the scale of the planned new leisure centre at Cromwell Road. And, while NELC has claimed it will not be left to foot the £70,000 bill for the works – which will start from Sunday, June 15 – today the Grimsby Telegraph has questioned what the ongoing closures have cost the borough in lost revenue. However, an NELC spokesman was unable to confirm the figure, adding: "We are currently in talks with our finance and legal departments regarding the income lost due to temporary closure." The spokesman was also unable to confirm how many people used the pool during the same period last year – but did say the leisure centre as a whole was used by a total of 40,000 people in the same period last year. Councillor Jackson said: "I would question the work that has been carried out as, once again, the swimming pool is closed. "My concern is also about the ability of the council to manage these contracts. "I know we have a history in North East Lincolnshire of not being particularly very good at managing major contracts. "We have often found it difficult to attract the right people into the area, but we don't seem to be doing any better a job with an engineering partner, which is supposed to be assisting in these things." As reported, the initial £2.5 million refurbishment of the building – managed by the council's engineering partner, Cofely – saw the pool being closed for five months. It reopened on February 14, only to close again on March 2 following a "number of incidents" related to the "slippery floor" – including Jason Snook's claims his three-year-old daughter Lalula had been knocked unconscious as a result of a fall. Work was carried out on the floor and the pool was reopened again on April 8. However, further issues were raised by a number of angry parents who said their children had suffered grazes as a result of falling on the resin-coated quartz anti-slip surface. Despite a series of tests, an NELC spokeswoman said it had "unresolved concerns" about the suitability of the surface and, as a result, a decision has been made to replace the existing flooring with new tiled flooring.Follow us on Facebook and Twitter

The A180 Westbound is now clear after a rush hour crash between two vans. The crash happened near the turnoff for Habrough at around 8.30am this morning. Police said the road was blocked after a van collided with a another van which appeared to have stopped suddenly. Traffic began to move freely shortly after 10am. The vehicles involved were a Ford Transit van and a VW transporter. Police and paramedics were called to the scene and it has been confirmed one person was injured, but details are still not known. More to follow.

A 5p charge for plastic bags will be introduced from October, it has been announced. The levy was among a number of measures set out in today's Queen's Speech as the coalition government enters its final eleven months in power before the general election. The charge - applying to supermarkets and larger stores - is to be implemented by the Government after Prime Minister David Cameron had previously warned stores that unless they significantly cut the numbers of bags being handed out, they would be forced to start charging customers. The new plastic bag charge is expected to raise millions of pounds a year for charities and good causes likely to be nominated by stores. Small and medium sized businesses, with 500 employees or fewer, will be excluded to protect independent retailers. Twelve new bills were presented to Parliament including pension changes which will see reforms to annuities and workplace schemes. These will include a 'collective pension' fund involving workers paying into a shared fund with other employees. Voters will also be given limited powers to sack their local MPs. Constituents will be able to demand a by-election in the event 10 per cent of residents sign a petition and their MP is convicted of an offence receiving a custodial sentence or if the Commons decides an MP has engaged in "serious wrongdoing". Meanwhile, the Childcare Payments Bill will see parents receive tax relief on money spent on childcare worth up to £2,000 per year per child. The scheme will be launched in autumn 2015 for all children up to the age of 12. Other measures announced include: - A crackdown on employers who fail to pay the minimum wage and new rules to tackle the abuse of zero hours contracts. - A Social Action, Responsibility and Heroism bill offering extra legal protection for people being sued for negligence or breach of duty if they acted heroically or in the public interest. - 'Golden goodbyes' given to public servants will have to be handed back if they return to the public sector. - Reforms to speed up infrastructure projects, including new freedoms for the Highways Agency. Fracking firms will also be able to run shale gas pipelines deep under private land without getting prior permission. - Help for pub landlords including a statutory code and a body to adjudicate disputes. - A 'Cinderella Law' to target parents who deprive their children of love and affection - A Modern Slavery Bill with tougher penalties for human trafficking

Plans to build up to 160 new homes in Scartho have this morning been refused. Around 100 local residents attended the meeting at Grimsby Town Hall where the decision was made by North East Lincolnshire Council's planning committee. The controversial plans were rejected by four votes to three with two abstentions. Due to the large number of residents in attendance, the meeting had to be moved from the Crosland Suite to the Banqueting Hall. Around 50 people were permitted to enter the room while the rest waited in a the corridor. As reported, Cyden Homes' application to build the new homes on land immediately to the north and west of existing houses and bungalows in Glebe Road, Westkirke Avenue and Kensington Place was met with opposition from many local residents who believe the extra traffic would cause problems in the area. Scartho Village Action Group gathered more than 600 signatures from residents opposed to the scheme. Following today's meeting, action group spokesman Graham Pendred welcomed the decision but conceded the battle was far from over. He said: "This is only stage one. It will all depend on if Cyden goes to appeal." Mr Pendred added that he felt the group had a very strong case should that happen. NATIONAL: England's Wayne Rooney to 'wing it' against Ecuador

WAYNE Rooney is expected to start on the left wing in England's warm-up game against Ecuador in Miami this evening. Rooney put in a sub-par performance in England's 3-0 win over Peru at Wembley on Friday, but he will be given another chance to impress in the Three Lions' penultimate World Cup warm-up game. After England's training session in Miami yesterday, the indications were that the Manchester United forward would start out wide, rather than up front or just behind a striker. It is a position where Rooney has been uncomfortable in the past. But England manager Roy Hodgson, who will name a much-changed side for the Ecuador game, has no qualms about deploying Rooney out wide. "He can do that (role), absolutely," said Hodgson, who also confirmed James Milner will start at right-back. "I think Wayne's a very useful player in the sense you don't have to pin him down and say this is the only position he can play. "He can play centre-forward, behind the centre-forward and wide. "If he's done all of those things at the very top level for Manchester United, there is no reason why I can't use him in those positions as well."

"AS soon as my agent told me Grimsby Town were interested, my eyes lit up."

Scott Brown may have had a host of other offers from Conference Premier clubs, but his decision was made once the Mariners entered the race for his signature.

The centre-midfielder has penned a one-year deal for the 2014/15 campaign and believes it will prove a wise choice for him and the club.

"I had a few other offers from teams in this division immediately after the season ended," he said.

"I was mulling over a few things and then my agent told me Grimsby were interested.

"As soon as he said that my eyes lit up, and it was somewhere I really wanted to play my football next season.

"I had a few other options but I spoke to Grimsby's manager and my mind was set where I wanted to be. I'm really happy with the choice I've made."

The 29-year-old continued: "The boss has managed to keep the core of the team together, and they're known in the division for being a tough, physical team.

"When Grimsby travel anywhere, you always know you're in for a very tough game.

"To become a part of that is only going to better me as a player, and improve my career."

Outlining his game and qualities, Brown added: "I like to be in and around everything! Being busy, getting on the ball, tackling if it needs to be won, getting a few goals.

"I think I've got a bit of everything to offer. I had a good season last time and I'm desperate to improve on that.

"Hopefully, I can do that and make the Grimsby fans happy."

A few familiar faces should help the former York and Bristol City man settle in at Blundell Park – as will his 'move' to the area from his native North West.

"I played with Paddy McLaughlin at York and we got promoted together, so hopefully we can do the same next year," he commented.

"I also spoke to Chris Doig because I was at York with him as well. He speaks highly of the club and I'm excited to get there after what he has told me.

"I know Craig Disley from when he was at Bristol Rovers and I was at Bristol City. I played against him a few times and he's a good lad.

"I'm going to stay in Grimsby through the week and try to concentrate on my football as much as I can. Then, at the weekends I can come home and see my kids.

"I'm committing myself to moving there, so I'm fully focused on a good season with promotion at the end of it."

Looking ahead to the new campaign, Brown is understandably backing his new club to mount a promotion challenge, and feels the Mariners' fans will be central to that.

"Last season everyone beat each other," he said. "At Southport we beat all the top teams at home.

"You've got to look at Forest Green as contenders this time and Kidderminster will be there or thereabouts as well.

"But with the fan-base Grimsby have got, everything is set up for this club to get promotion. It's just about getting over that finishing line.

"I've played at Blundell Park a few times and we had a close game there last season.

"The atmosphere there with the home crowd is fantastic, and when they travel away it's a great following as well.

"The club's come very close the last two season – hopefully it's Grimsby Town's time next year."

It may well be wet today, but conditions could be even soggier on Saturday as heavy and thundery downpours bring the risk of localised flooding to North East Lincolnshire. The Met Office has issued a yellow severe weather warning for the borough with warm, humid air from France expected to move over the country late on Friday. Though the alert covers much of England and Wales, it is possible some areas could escape the brunt of the storms. A Met Office spokesperson said: "It is likely that many places within the current broad warning area will miss the worst of the storms; over the next few days it may be possible to focus on the areas most at risk." Humberston Fitties residents have been refused permission to occupy their chalets for all but two weeks of the year. Residents on the site are currently not allowed to stay overnight in their chalets for eight consecutive weeks over the winter period. Residents' group FORAB (Fitties Owners Residents Association Bungalows) submitted a planning application to reduce this period to just two weeks. The application also proposed the introduction of an evacuation plan for the site in the event of flooding. But today, North East Lincolnshire's planning committee rejected the application by seven votes to none, with two abstentions. Planning officers had recommended refusal on flood risk grounds. The victim of a serious assault in North Somercotes on Sunday has died in hospital. He has been named by police as Wayne Mark Jennings, who was 43 and lived in the village. A spokesperson for Lincolnshire Police said: "Officers involved in the investigation are currently in consultation with the Crown Prosecution Service in relation to the impact Mr Jennings' death may have on current active proceedings." Jareth Wadner 25, of Louth Road, South Somercotes, appeared at Skegness Magistrates Court charged with grievous bodily harm yesterday. As reported, the incident took place outside the Axe and Cleaver Pub in the village at around 4am on Sunday. Mr Jennings was found at the scene with severe head injuries. A 50 year-old woman was also arrested in connection with the incident and she has since been released on police bail until 2 July.
