Ukip plans to abolish North East Lincolnshire Council's cabinet system after fears over 'lack of democracy'

UKIP has pledged to abolish North East Lincolnshire Council's cabinet system if it becomes the ruling group next year.

And the party has also announced plans to put its proposal before full council in September.

It comes after newly-elected Ukip councillor Matt Stinson expressed concerns about what he described as the lack of democracy within the authority.

As reported, Mr Stinson claimed the fact that most major decisions were made by the all-Labour cabinet meant backbench councillors had very little influence.

And now the Sidney Sussex ward councillor has unveiled plans to replace the cabinet with a system of committees.

Ukip group leader Ron Shepherd said adopting a committee system was one of the party's local manifesto policies.

And although Labour currently has control of the authority, its losses coupled with Ukip's gains in May saw it lose its overall majority.

This has given Ukip hope that, with support from the Conservatives and Liberal Democrats, it could get its motion carried.

A similar motion was put forward by the Conservative group last September, but despite support from Ukip and the Lib Dems it was defeated by the ruling Labour group.

Mr Stinson said: "My growing concerns are based on the inability of back bench councillors like myself to truly represent the people I stand for. Decisions are being made that affect large swathes of the population, but these decisions are made behind closed doors in some cases, and in most cases by a very select group of eight labour councillors, the cabinet.

"If we can remove the politics from this proposal and work for the good of the borough I think we can forge a strong robust council that will be able to deliver in a transparent way for the needs of the people we serve and remove the doubt that hangs over the current council and administration.

"I hope that with the support from all councillors we can form a cross party working group to find the best solution to the current problem."

Mr Shepherd said: "It is one of our local manifesto policies that if we are elected we would abolish the cabinet and return back to a system of committees.

"The cabinet system is undemocratic and that has been proven over the last year with some of the decision that have been made by cabinet."

The Ukip group leader, who cited the Peaks Parkway speed limit and the town centre "crazy block paving" as examples, said: "Currently as councillors we are not part of the democratic process. All that we are doing is supporting the decisions that have been made by the cabinet."

Mr Shepherd explained that the group had been gathering evidence from Norfolk and Cambridgeshire county councils, which have both recently adopted the committee system.

He said one concern was the cost of introducing a new system, but added that once implemented there were savings to be made.

"The chairs of some of these committees already exist and they could take on the extra burden from the portfolio holders.

"Some councillors are drawing very good salaries from their allowances and we would question whether these people are value for money."
